Should We Be Mapping Vulnerable Populations with Artificial Intelligence?

The humanitarian sector is racing to adopt artificial intelligence for mapping vulnerable populations, but are we moving too fast without addressing fundamental questions about data sovereignty, algorithmic bias, and community agency?

The International Committee of the Red Cross recently showcased their work using artificial intelligence to map vulnerable populations across conflict zones and disaster-affected areas. While the technical achievements are impressive, digital development professionals need to look beyond the glossy presentations and ask harder questions about what this technology means for the communities we serve.

AI Promise and the Peril

AI-powered mapping tools can process satellite imagery, mobile phone data, and social media content to identify where vulnerable populations might be concentrated during crises. The speed and scale advantages are undeniable – what once took weeks of ground surveys can now be accomplished in hours. For humanitarian organizations racing against time to deliver aid, this feels revolutionary.

But as digital development practitioners, we’ve seen this story before. Remember when mobile money was going to bank the unbanked overnight? Or when blockchain would solve supply chain transparency forever? The pattern is familiar: promising technology, enthusiastic early adopters, then the hard work of figuring out why implementation is messier than anyone anticipated.

The Data Sovereignty Blind Spot

Humanitarian AI mapping conversation consistently misses whose data are we using, and who controls the insights generated? When ICRC and similar organizations train algorithms on satellite imagery and demographic data to predict vulnerability, they’re essentially creating digital twins of real communities – often without those communities’ knowledge or consent.

The European Union’s Digital Services Act and Africa’s emerging data governance frameworks are already pushing back against this extractive approach to data use. Smart digital development professionals are asking how do we ensure that AI mapping serves communities rather than just serving our operational efficiency?

Consider the work being done by organizations like Digital Impact Alliance, which advocates for digital public goods approaches to humanitarian technology. Their framework suggests that AI mapping tools should be designed from the ground up with community ownership and governance in mind.

Algorithmic Bias in Crisis Contexts

The most sophisticated AI mapping tool is only as good as its training data, and humanitarian crises create exactly the conditions where training data is most likely to be biased, incomplete, or outdated. When we train algorithms to identify vulnerable populations, we’re embedding assumptions about what vulnerability looks like.

Recent research from the Partnership on AI highlights how computer vision models consistently perform worse on images from low-income countries – exactly where humanitarian AI mapping is most commonly deployed. If your algorithm was trained primarily on European or North American datasets, it may systematically miss or misclassify vulnerable populations in Sub-Saharan Africa or South Asia.

This is a justice problem. Misallocated resources due to algorithmic bias can literally be a matter of life and death in humanitarian contexts.

Community Agency Question

Perhaps we should ask if AI mapping enhance or diminish community agency? Traditional approaches to vulnerability assessment, while slower, often involve community members as active participants in identifying their own needs and priorities.

AI mapping, by contrast, positions communities as subjects to be analyzed rather than agents in their own development. This shift matters because decades of development practice have shown that sustainable solutions require community ownership and participation.

Organizations like Engine Room have documented how “parachute analytics” – dropping in with sophisticated tools to analyze communities from the outside – consistently produces less effective outcomes than participatory approaches that build local capacity.

A Framework for Responsible Implementation

If your organization is considering AI mapping for vulnerability assessment, here’s a framework for responsible implementation:

  • Start with Community Consent and Benefit Before deploying any AI mapping tool, establish clear protocols for community consent and ensure that communities will directly benefit from the insights generated. This means going beyond simple notification to genuine partnership in tool design and implementation.
  • Audit Your Algorithms Continuously Implement ongoing bias testing specifically designed for your operational context. This means testing not just technical accuracy but also examining whether your tools systematically over- or under-serve particular demographic groups.
  • Build Local Capacity from Day One Instead of deploying turn-key solutions, invest in building local technical capacity to operate, modify, and govern AI mapping tools. Organizations like Tech4Dev in Nigeria and iHub in Kenya offer models for how this can work in practice.
  • Design for Transparency and Accountability Ensure that affected communities can understand how AI mapping tools work and have mechanisms to contest decisions made based on algorithmic outputs. The Montreal AI Ethics Institute provides useful frameworks for humanitarian AI accountability.

The Path Forward

AI mapping of vulnerable populations isn’t inherently good or bad – it’s a tool that can either reinforce existing power imbalances or help create more equitable humanitarian response systems. The difference depends on how thoughtfully we implement it.

Our role is to be the critical voice that asks uncomfortable questions about new technologies. We should push our organizations to move beyond proof-of-concept pilots toward systematic approaches that prioritize community agency, data sovereignty, and algorithmic accountability.

The humanitarian sector needs AI mapping tools that are designed with and for affected communities, not just deployed on them. That requires digital development professionals who are willing to slow down the innovation train long enough to ensure we’re heading in the right direction.

The question isn’t whether AI mapping will transform humanitarian response – it already is. The question is whether we’ll use this moment of transformation to build more equitable systems or simply digitize the inequities that already exist.
