Hard Numbers on AI’s Gender Problem
Recent econometric analysis of 142 countries reveals a troubling pattern: for every 10-percentage-point increase in female-centric AI adoption, women’s labor-force participation rises by just 2.3%, while the gender wage gap narrows by a mere 0.6 percentage points.
We’re seeing decreasing distributive returns at higher AI exposure levels. Precisely when we should expect technology to be most equalizing.
The employment statistics are even starker.

The reason? Women are disproportionately concentrated in clerical and administrative roles. The functions that current AI excels at automating. While development practitioners celebrate AI’s potential to streamline program operations, we’re inadvertently targeting the jobs that women depend on most.
Why We Should Care
The gendered productivity paradox is reshaping labor markets in developed countries and it’s fundamentally altering the economic landscape in LMIC communities.
AI deployment in agricultural credit scoring increases women’s access to financing from 18% to 53% (as seen in Kenyan cooperatives), but it simultaneously concentrates data ownership and algorithmic control in the hands of predominantly male technology teams.
This is creating new forms of digital dependency.
Consider the humanitarian sector’s growing reliance on AI for everything from refugee identity verification to health system optimization. If these systems replicate the same biases that undervalue women’s economic contributions in the broader economy, we risk systematically underserving our female beneficiaries.
The Care Economy: AI’s Biggest Blind Spot
The data on unpaid care work makes this concrete: women globally perform 75% of the world’s 13 billion hours of unpaid daily care work. If we fail to account for this invisible economy that is worth an estimated 20-50% of GDP if valued at replacement rates, we will continue to design solutions that ignore women’s actual economic realities.
Here’s where the development sector can lead. We need to recognize that AI’s productivity gains often occur alongside persistent or increasing gender disparities.
When AI frees up 22 minutes of caregiver time per day (as demonstrated in Japanese eldercare facilities), that time savings gets recorded as efficiency gains without accounting for who performs the unpaid follow-up work at home.
Economic modeling suggests that if digital care platforms valued their positive externalities at shadow prices equivalent to social value, global GDP could grow by $3.1 trillion within a decade while reducing unpaid-care gaps by 18%.
This requires treating care work as infrastructure, not charity.
The humanitarian implications are massive. Every health program, education initiative, and economic development project depends on unpaid care work to function. When AI systems don’t account for these contributions, they systematically design solutions that increase women’s invisible workload while claiming productivity success.
Beyond Gender-Washing Our Deployments
The development sector must pioneer “Feminist General Purpose Technology” that explicitly addresses the gendered productivity paradox.
This will ensure that productivity gains don’t come at women’s expense. The same algorithmic capabilities that enable machine translation of 200 languages can index unpaid care, predict gendered climate risks, and create cooperative platforms that distribute digital rents as community dividends.
The evidence is clear: algorithmic fairness requires ongoing governance, not just initial audits. When U.S. hospital scheduling algorithms initially assigned unpopular shifts disproportionately to single mothers, the solution was implementing fairness-constrained reward functions and continuous monitoring.
We know what works. Will we implement these solutions before AI’s productivity gains entrench rather than eliminate gender inequalities?
The women we serve deserve technology that recognizes their full economic contributions, not systems that make their invisible labor even more invisible.
