
Africa has 50 data centers that Uptime Institute has physically inspected and certified as built to Tier III or Tier IV. Morocco holds 17 of them, more than three times the next country, and it is almost never the one anyone names first when the sector talks about African data centers.
Sector coverage ranks the continent’s leaders by building count and megawatts. On that measure, South Africa leads with 49 facilities, followed by Kenya, Nigeria, and Egypt, and South Africa and Nigeria together hold roughly 80% of operational capacity.
Those numbers count buildings and power. They do not count whether an independent auditor has walked the floor and confirmed the redundancy actually works. Count that instead and the ranking flips.

What the Tiers Certify
Uptime Institute’s four tiers grade a facility on redundancy and on how much can fail or go offline for maintenance without the servers noticing.
- Tier I is a single power and cooling path, about 99.671 percent availability, near 28.8 hours of downtime a year.
- Tier II adds redundant components.
- Tier III adds redundant distribution paths, so any part can be serviced live, about 99.982 percent, roughly 1.6 hours down a year.
- Tier IV adds full fault tolerance, so a single failure is absorbed with no impact, about 99.995 percent, near 26 minutes a year and built for national-security and high-throughput financial systems.
The distinction that matters is the gap between a design certificate and a constructed one.
- Certification of Design Documents validates a blueprint before construction and guarantees nothing about the finished building.
- Certification of Constructed Facility requires Uptime engineers to inspect and test the built plant.
Operators announce the design cert, because it comes first and reads identically in a press release. The constructed certification is the one that proves the resilience exists in concrete and copper.
I counted only constructed certifications. Every design-only award is excluded, including several that get marketed loosely as “Tier IV.”

What the Data Shows
When I made this table, the data gave me four surprises that will probably surprise you too:
1. Only 3 Tier IV Facilities
Only three African countries hold a Tier IV constructed facility.
- Nigeria, through Galaxy Backbone’s government data center in Kano,
- South Africa, through Africa Data Centres’ JHB2 in Centurion,
- Ghana, through ONIX Data Centres’ Accra facility.
Fault tolerance is the level a facility earns only after Uptime tests that a single equipment failure changes nothing for the servers. That exists in exactly three buildings on the continent.
2. Tier III ranking inverts the story
- Morocco has 17 certified constructed facilities.
- South Africa and Nigeria together have eight.
- Egypt has five, Senegal four, Angola three.
Morocco’s total is not colocation padding. It is banks (Bank of Africa, Banque Centrale Populaire, Crédit Agricole, MAROCLEAR, Finacards), a finance ministry, and four inwi telco sites, each one carried through construction certification instead of stopping at the design stamp that most operators treat as the finish line.
That gap is not a rounding error. Morocco alone holds roughly a third of every constructed Tier III or IV certificate in Africa, in a country that market reports still file under “upcoming” rather than “leading.”
3. Certification is a choice
The hyperscale operators building the largest South African and Kenyan campuses often skip Uptime certification entirely, running their own internal resilience models, so a certified count understates their raw capacity.
4. Design-versus-constructed cuts hard.
Uganda, for example, has been marketed as home to its “first Tier III certified data center,” but the Uptime record shows only a design certificate there, so it does not appear in this table.
The 50 figure reflects every African country with a constructed certification that I could read against Uptime’s own records; a handful of very small markets might add a site or two.
Why Morocco Is the Outlier
Morocco’s lead is not an accident of counting. It is policy.
In 2021 Morocco passed a law ordering all sensitive data to be hosted inside the country, which forced data repatriation and gave every bank, telco, and ministry a reason to build locally. That mandate sits on top of Bank Al-Maghrib directives, the Law 09-08 data protection regime, and the CNDP and DGSSI compliance frameworks that push regulated sectors toward certified, sovereign hosting rather than foreign cloud.
The state then paid operators to build, with tax exemptions in the National Charter of Investment and digital infrastructure named a priority in the 2020 Agency for Digital Development plan.
Certification became the local norm early. When N+One entered the market around 2008, it used Uptime Tier Certification as the gold standard to educate Moroccan buyers on what a real data center was. Once the first movers certified, followers had to match them to compete.
The result is visible in the table.
Most Moroccan data centers are owned by telcos like Maroc Telecom and inwi, or by operators like Medasys and N+One, and most large banks run their own. A localization mandate, a regulated banking sector, and four telcos competing produced 17 audited buildings. No other African country stacked all three drivers at once.
Who Buys Certified Constructed Capacity
Sort the 50 by who owns the workload and the demand pattern is unmistakable.
- Governments certify sovereign systems: Galaxy Backbone for Nigeria’s federal agencies, Konza for Kenya’s e-government, Morocco’s finance ministry, Egypt’s New Administrative Capital.
- Banks certify for data-residency compliance: nearly every constructed site in Egypt and Morocco is a bank, a payment processor, or a securities depository. Telcos certify their own networks: MTN, Vodacom, Safaricom, Telecom Egypt, Maroc Telecom, Orange, inwi.
- True carrier-neutral colocation is tiny: Africa Data Centres, MainOne, Rack Centre, Medasys, N+One, and Raxio hosts cloud on-ramps and the AI workloads that every market report leads with, but are a small percentage of certified data centers.
That tells you who is paying for audited resilience in African digital infrastructure, and it is not the AI buildout. It is regulated incumbents with a compliance reason to prove their uptime:
- central banks enforcing data residency,
- finance ministries running state workloads,
- telcos protecting their networks.
The digital sovereignty debate usually gets framed as foreign hyperscalers versus local capacity. The certified record shows local capacity is already here, and it was built by banks and bureaucrats.
