In January 2012, Uganda’s Ministry of Health issued a moratorium halting new eHealth projects. Donors and NGOs had piloted up to 80 different mHealth applications in Uganda in 2008, and none of them scaled. Donors paid for the pilots. Nobody paid for national rollout.

Scaling an innovation is a completely different challenge from proving that it works. This is an important distinction that many founders and social-impact ventures learn through experience. A successful pilot is only the beginning; sustainable growth requires a credible scaling strategy, measurable outcomes, and a clear understanding of the resources needed to reach more people.
